Engineering
Engineering is responsible for planning and technical services related to Town infrastructure that includes all water, sanitary sewer, stormwater management, and transportation systems. It also oversees the design for all new roads and infrastructure to ensure their conformance with the Town’s Engineering Standards.
Engineering Documents
The Town’s infrastructure and transportation planning are supported by the following documents:
- Municipal Utility Service Plan (2008)
- Transportation Master Plan (2004) , and
- Municipal Engineering Standards (2003).

Construction Permits
All construction proposed within Town controlled lands (e.g. right-of-ways) by residents and developers must be reviewed and approved prior to construction commencement through the Construction Permit process.
Developers, or their agents, must complete and submit a Construction Permit Application showing in detail their intended construction design in consideration of the Town’s Engineering Standards and Recommended Minimum Standards for Contractors Working Within the Town of Morinville on Existing Right-of-Ways.
The Town Engineer reviews all applications for conformance with the Town’s Engineering Standards, and may approve or reject the proposed design. Once a Construction Permit is approved, a project may be undertaken, subject to any conditions the Engineer may have stipulated.
Lot Grading
Lot Grading Certification is required for documenting that grading of a development site is in conformance with the approved grading plan. An Application Form for Lot Grading Review can be submitted for review at either the rough (clay) or final (sod) grading stage, as documented by a surveyed proof of grading plan.
Following review, if the grading is found satisfactory a Lot Grading Certificate will be issued. Where the grading is not found satisfactory you will be advised that the grading is "not in accordance”, and you will need to make the required adjustments and reapply.
