You are eligible to vote if you are: 

At least 18 years of age.
A Canadian citizen.
A resident of Alberta and your place of residence is located in the the Town of Morinville on Election Day, October 20, 2025.

All Voters may be required to complete a statement of elector eligibility at the voting station.

Institutional Voting

Residents in the below locations may cast their ballot in the Institutional Vote.

Aspen House Care Residence - October 20, 2025 from 9:30 a.m. to 11:30 a.m.
Heritage Place Lodge - October 20, 2025 from 1:30 p.m. to 3:30 p.m.

Please Note: Candidates, candidate’s official agent and scrutineer may attend an Institutional Vote only if the vote is in a public area of the institution and may not attend voting conducted in the room of a resident of the institution.
Only residents of these care facilities may cast a ballot in the institutional vote.

Special Ballots

An elector whose name is contained in the Permanent Electors Register and who is unable to vote at an Advance Vote or at any of the voting stations on Election Day may apply to vote by Special Ballot.

Requests for a Special Ballot can be submitted from August 1 to 4:30 p.m. on October 17.

Apply for a Special Ballot by emailing elections@morinville.ca to receive a Request for Special Ballot Package (Form 22).

September 29, 2025 (tentative)	Morinville elections will start distributing Special Ballot Packages to eligible voters that have requested them.
October 17 at 4:30 p.m.	Application Deadline for Special Ballots.
October 17 at 4:30 p.m. at Morinville Civic Plaza (Town Hall) or October 20 at 7:00 p.m. at the Morinville Community Cultural Centre (Hall A or B)	Deadline for complete Special Ballot Packages to be received.

Please Note: Any Special Ballot Packages that are incorrect or incomplete, or received after the timelines indicated above, will not be accepted or counted.

Elector Assistance at Home

Any voter who is unable to attend a voting station during Advance Voting or Election Day because of a physical disability may be able to have election workers attend at their home during the hours an Advance Voting station is open.

To apply for this service, please email elections@morinville.ca as early as possible and no later than October 17 at 4:30 p.m.

Note: If a registered voter can not produce government-issued identification with their name and photograph, the voter will follow the steps below for non-registered voters.

You must:

Complete a Statement of Elector Eligibility at the voting station.
Provide valid government-issued identification with your name, photograph and current residential address.

If You Do Not Have Photo ID

If you are a register/non-registered voter unable to produce government issued photo identification, you'll be required to provide one piece of Valid ID with your name and current address. It is recommended to use the following common types of identification:

If You Have No Identification With Your Current Address

Provide one piece of Valid ID with your name; and
Have a registered voter vouch for your current address provided they meet the legislative requirements and complete a Statement of Voucher. See Vouching tab for more information on this.

New for 2025:

The province has introduced a significant change to the rules surrounding vouching. An individual vouching is now only allowed to validate another person’s address and not their identity. Due to this change, all voters require valid identification with their name, otherwise it is not possible for a person to vote.

An individual can have another voter vouch for them if:

The individual requesting provides valid identification to prove identity (i.e., name).
The individual requesting submits a statement by filling out a form provided by the Election Officer at a Voting Station.
The individual requesting is accompanied by another voter who can validate their current address.
- This voter who is validating an address needs to be registered and listed on the Permanent Electors Register.
- The voter who is validating an address completes a Statement of Voucher Form.
- The voter who is validating may vouch for more than one person ONLY if every person they vouch for shares the same current address.
- A scrutineer shall not vouch for any person.

Statement of Voucher Form sets out that the voucher:

knows the person,
knows the person resides at the address indicated on the statement, and
has not been vouched for themselves.

Scrutineers, Candidates, or the Candidate's Official Agents are permitted in a voting station to observe the voting procedures and the counting of ballots. Those observing should review the requirements below.

Who can be a scrutineer?

To be appointed as a scrutineer, an individual must:

Be at least 18 years old.
Not have been convicted of an election-related offense under the Local Authorities Election Act, Election Act (Alberta), Election Finances and Contributions Disclosure Act or the Canada Elections Act in the last 10 years.

Where can scrutineers observe?

The Presiding Deputy Returning Officer (PDRO) sets aside a specific area within the voting station for scrutineers to watch election proceedings.

Scrutineers can observe at voting stations for:

Election Day
Advance Vote
Care facilities where the voting station is in a common area

Scrutineers are also permitted at:

Counting Center - Meeting Rooms 3 to 5, Morinville Community Cultural Centre
Locations identified for recounts (if required)

How are scrutineers appointed?

Scrutineers are appointed by a candidate using the Scrutineer Appointment form. The form is completed and signed by the candidate before the scrutineer visits the voting station.

Use a separate form for each scrutineer being appointed and list all the voting stations they will attend during voting hours.

*Candidate Official Agents are appointed by a candidate including individual(s) on the Candidate's Nomination Forms.

A scrutineer keeps the signed form with them and shows it to the Presiding Deputy Returning Officer (PDRO) at each voting station and count center they visit.

Making a Statement or Oath at the voting station

When entering a voting station, a scrutineer must show their form of written undertaking mentioned above to the PDRO. A Candidate or their Official Agent may be asked to produce identification to verify identity.

Scrutineers, Candidates, and their Official Agents will be asked by the PDRO to make a verbal statement/oath and complete the Statement of Scrutineer and Official Agent Form 16.

If a Scrutineer or Official Agent leaves and returns to the same voting station, they must show the document/form again. They do not have to repeat the Form 16. The PDRO will keep the signed Form 16 and the Scrutineer will complete this at every location they visit.

General rules for scrutineers

A candidate or official agent may be a scrutineer.
A candidate, official agent and a scrutineer cannot be in the same voting station at the same time.
Scrutineers are given an identification badge which must be worn while in the station and returned before leaving.
Scrutineers can leave and return to a voting station during voting hours.
Scrutineers can be assigned more than one voting station.
To observe the ballot count, a scrutineer must be inside the voting station and count center before it closes and cannot leave and return while the count is in progress.

Before the voting station opens:

A scrutineer may enter the voting station 15 minutes before the station opens.
A scrutineer may view the ballot boxes to ensure they are empty before they are sealed.

During voting hours:

A scrutineer may observe the activities in the voting station.

After the voting station closes:

A scrutineer may watch the counting of ballots at each table.
A scrutineer may make an objection to how any ballot is counted. The objection will be recorded.
A scrutineer may sign the Ballot Account form.

Take a photo or make a copy of the elector registry (Form 13 or Permanent Elector Register).
Interfere with the voting process.
Prevent or object to an elector from voting.
View an elector marking their ballot.
Assist an elector to mark a ballot. An election worker can assist an elector and is sworn to secrecy.
Campaign inside or outside the voting station, including the parking lot.
Wear campaign materials such as buttons, t-shirts or hats.
Talk to an elector in the voting station.
Touch voting materials.
Vouch for a person at the voting station.
Participate in the counting of ballots.
Take phone calls inside the voting station or count center.

Any exchange of information between the scrutineer and candidate, or official agent, must take place outside of the voting station.

No pictures or videos. To protect the privacy of electors’ personal information and the secrecy of their vote, photos and videos are not permitted in the voting station and count center at any time.

Why do I only have until September 15, 2025, to register with Elections Alberta?

Under the Local Authorities Election Act, Elections Alberta has to provide the Town of Morinville with its eligible list of voters to use at the election.

To ensure your name is included, you must register with Elections Alberta no later than September 15, 2025. Voters registered by this date will be included in the list provided to the Town ahead of Advance Voting opportunities.

How do I know if I am registered or not?

If you receive a voting card from Elections Alberta during a Provincial election, you are likely on the Permanent Electors Register.

I previously voted in past elections, am I registered to vote?

If you have previously voted in past elections, you may already be on the register. To confirm your registered information is up-to-date, please visit Voterlink by September 15, 2025.

What if I didn't register to vote before September 15 and still want to vote?

Non-registered voters will be required to complete registration at a voting station prior to receiving a ballot.

What ID is accepted?

Voters can use any piece of identification authorized under the Local Authorities Election Act  or authorized by the Chief Electoral Officer under the Election Act. See ID Requirements for more details.

Why would I need someone to vouch for me?

If you come to a voting station and do not have valid ID that confirms your current address, you can have another voter vouch for you to validate your address. For full details on eligibility and requirements, please see the Vouching tab.

Can I vote if I am temporarily living in Morinville?

No. If you are only living in Morinville temporarily (example: just for the school year) and you normally live in another community, you should plan to return home to vote or contact your home municipality for your voting options in your place of permanent residence.
