Previously, these vendors operated under the general Business Licence Bylaw, often without required permits. The new bylaw addresses these gaps, providing clear definitions and operational guidelines for mobile vendors.

What you need to know

Development permits

  • Mobile vendors traditionally needed a Development Permit, including a 21-day appeal period.
  • The new bylaw exempts mobile vendors from this requirement, except for government special events.

Temporary road closure permits

  • Required for vendors operating in the Road Right of Way (RROW).
  • Permits are free and can be approved within 72 hours, or within two business days if prioritized.

Private property and liability

  • Vendors need written authorization from property owners to operate on private property.
  • Vendors on Town property must indemnify the Town and hold $2 million liability insurance.

Compliance and safety

  • An online check-in portal helps ensure vendor compliance and limits municipal liability.
  • Vendors must stay within approved public areas.

Youth business licence

  • Clause 3.22 allows youth entrepreneurs to operate without adhering to all bylaw regulations, supporting small ventures like lemonade stands.
